Paul Henderson was appointed a Minister in the Northern Territory's first
Labor Government following the party's historic election
win in August 2001. He was appointed 26 November
2007 as Labor's second Chief Minister.
That appointment included the two important new ministries of Climate
Change, and Territory-Federal Relations and Statehood.
He was elected as the Member for Wanguri, in Darwin's northern suburbs, in
a by-election in 1999 and has held the seat in two
consecutive Northern Territory elections in 2001
and 2005.
Mr Henderson has driven a number of the major projects and reforms
implemented by the Government since coming to office,
including:
-
a
comprehensive review and four-year reform program in the NT Police
Force, including its largest ever resource boost;
-
the
establishment of Local Industry Participation Plans requiring
developers of major projects such as Darwin's LNG Plant
to use local companies;
-
significant
reforms to Government procurement practices to support
small business in the Northern Territory, including an
emphasis on 'value for money' in awarding tenders
and the establishment of an independent
Procurement Council;
-
secured the
NT as a Development Partner within the BIMP-EAGA
trading group in South East Asia to the benefit of Territory importers
and exporters;
-
support
measures for Australian Defence Force families and integration
of the Defence presence in the North with the Territory
community; and
-
the
introduction of Middle Years teaching as part of the first significant
overhaul of the Territory's secondary education system.
Born in 1962
in France while his father was stationed there with NATO, Paul
was raised in the United Kingdom. After completing
school, Paul gained qualifications in marine
engineering and began working as a marine fitter in a
Southampton shipyard.
After working as a fitter at EZ Mines in Tasmania for a year, Paul was lured
to the Northern Territory in 1983 by its great
climate and job opportunities.
He worked as a fitter in the shipping and mining industries before taking up
a new career as an IT operator, moving from a
trainee in 1985 to Computer Support Manager for
the NT's Health Department from 1996 to 1998.
Mr Henderson has been active in the Australian Labor Party Northern
Territory since 1987, including serving as the Vice
President of the NT ALP from 1997 to 1999.
Mr Henderson married his wife Stacey, an IT Project Manager, in 1989. They
have three children - Alasdair (13), Liam (11) and Isabel
(7).
Mr Henderson is an avid supporter of the St Kilda AFL Club and is patron of
the Darwin Golf Club and Casuarina Junior Soccer Club,
and Vice Patron of the St Mary's Football Club. He
is also patron of the Hakka Society and Chinese
Timorese Association.

The Hon Martin Ferguson AM MP,
Minister for Resources and Energy, Minister for Tourism, Australian Government
Martin was born in Sydney in
1953 and was educated at St Patrick's, Strathfield. He has a Bachelor of
Economics degree (Hons) from Sydney University.
Martin was elected to Federal Parliament as the Member for Batman in 1996
and became Shadow Minister for Employment and Training. In 1997, he assumed
the added responsibility of Population and Immigration and Assistant to the
Opposition Leader on Multicultural Affairs. He was re-elected to the Shadow
Ministry on 22 November 2001.
Previously, Martin was President of the Australian Council of Trade Unions
(ACTU) after working for the Federated Miscellaneous Workers' Union of
Australia since 1975. As president of the ACTU, Martin was a member of
advisory councils and foundations including the Social Security Review, the
Economic Planning Advisory Council, the National Labour consultative Council
and the Advance Australia Foundation.
Martin and his wife Patricia have two children.
Martin was previously the Shadow Minister for Transport, Roads and Tourism.

Belinda Robinson
Chief Executive

Belinda joined APPEA on 18th
July 2005 as its Chief Executive. She has come to the industry from A3P, the
Australian Plantation Products & Paper Industry Council, where she was the
Chief Executive Officer tackling issues such as resource security, energy
policy, manufacturing industry policy, trade policy and climate change.
Belinda has spent 9 years with the Commonwealth Government including 6 years
at senior and senior executive positions within the Department of the Prime
Minister and Cabinet responsible for a range of resource, primary industries
and environment policy issues. Belinda has also worked in a variety of
resource planning roles in State and local governments. She holds three
degrees including a Master of Environmental Law from the Australian National
University.

Chris Hart,
Managing Director, MEO
Australia

Christopher Hart commenced his
involvement in the upstream oil and gas industry in the late 1980's. Over
the past sixteen years he has been actively involved in the industry,
serving as both director and executive director for a number of junior
companies, including Bass Strait Group NL, Octanex NL, Cue Energy Resources
NL and Natural Gas Australia Ltd., and consulting directly to various oil
and gas companies including Cue Energy and Boral Energy Ltd.
The primary focus of Mr. Hart's activities is in the area of gas marketing
and the identification of the most appropriate mechanism for the
commercialisation of various gas resources.
Mr. Hart co-founded Timor Sea Petroleum in 1994 (which has now become MEO
Australia Ltd), the original tenement holder of the Evans Shoal gasfield,
and he has been instrumental in developing the Company's gas-to-liquids
projects.
Over the past nine years, Mr. Hart has been principally involved in
formulating and developing the strategies for the commercialisation of
regional gasfields in the Timor Sea including the potential gas resources in
the Company's permit, NT/P68. This activity primarily related to the
development of offshore GTL production concepts, including the Tassie Shoal
Methanol Project and the Timor Sea LNG Project.

Australia. Mr Jacob has held positions in the Royal Dutch Shell

President for Bluewater Offshore Production Systems. Mr Jacob was
relocated to Western Australia in 1991 with Dawson Brown and Root

Since Ian's appointment as CEO of Nexus in
August 2002, the company has undergone a substantial growth period, securing
a quality portfolio of exploration and appraisal assets in the Gippsland,
Browse, Bonaparte and Vlaming basins. Ian also finalised the company's
recent acquisition of the Echuca Shoals gas discovery.
Under Ian's stewardship Nexus will progress the appraisal and development of
the Crux gas condensate field and Longtom gas discovery as well as drilling
5 exploration prospects.
Nexus' strategy is to secure highly prospective exploration acreage at high
equity levels with a view to gaining leverage from its technical and
commercial skills. Under this strategy Nexus' market capitalisation has
grown from A$2 million to a current A$ 137 million in the last 3 years.

Tony Regan is a Singapore based senior consultant with Nexant, a US
chemicals, power, oil and gas consultancy. Tony focuses on the gas market in
Asia Pacific.
Tony has extensive international oil and gas experience, much of it gained
during 25 years with Shell International where he held a broad range of
supply, logistics, trading and new business development roles. With Shell he
developed several new businesses and held senior management positions in
Europe and Asia. He has over 15 years experience in the Asia Pacific gas
market and early accomplishments include the first spot sales of LNG in Asia
when he placed cargoes from Australia and Brunei into Korea in 1993. He has
been an oil and gas consultant since 1998.

Arthur Dixon AM
Independent Consultant
Arthur Dixon AM graduated as a chemical engineer from Melbourne
University and has had more than 40 years with Shell. For 25 of
those years, he was associated with Liquefied Natural Gas. Inter
alia, he has been Project Coordinator, General Manager Marketing, a
Director of Shell International Gas, Brunei Shell Tankers and
Australia LNG Ship Operating Company (ALSOC) and was the inaugural
President of the North West Shelf LNG marketing company, Australia
LNG Pty Ltd.
Arthur is Chairman of the Board of the Centre for Natural Gas
Management, a joint venture between the Business Schools of the
University of Western Australia and Curtin University of Technology.
In 2008, Arthur was appointed a Member of the Order of Australia.

Penny O'Neill
Head, Customs and Excise Deloitte Australia

Penny leads Deloitte's
National Customs and Excise practice, providing specialist customs advice to
both public and private sector organisations involved in importing and/or
exporting goods.
Penny has more than 20 years experience in the customs industry, having
commenced her career with the Australian Customs Service. Penny's core focus
is now advising clients on:
1 project management relating to imported capital equipment
2 supply contract conditions relating to imported goods
3 tariff classification of goods
4 concessional entry of goods
5 valuation of imported goods
6 disputes relating to imported goods.
Over the last ten years Penny has obtained savings (of duty) for major
projects in excess of $70 million through strategic planning and review of
import schedules, and utilisation of concessional and other customs
legislation to achieve optimal results for her clients.
Penny was involved for over 18 years in the training of Customs Brokers
throughout Queensland. This education role included designing and teaching
course material and also authoring course content for distance education
customs students around the State.
Penny is a skilled negotiator and has frequently succeeded in winning
difficult cases for her clients. She develops and implements complementary
information systems to enable maximum savings to be obtained.

Susan O'Rourke is a Partner

Dr. Duncan Seddon
Dr. Duncan
Seddon, a consultant to the oil, gas and petrochemical industries,
has been involved with then production and use of transportation
fuels and commodity chemicals for over 30 years. He has a particular
interest and expertise in clean fuels, the use of gas derived
chemicals in the transport fuel sector and in Gas to Liquids
technology and processes. He is a Fellow of the Royal Australian
Chemical Institute and a Member of the Society of Petroleum
Engineers.

Peter Dighton
Peter Dighton is a
lawyer, commercial advisor and company director in the petroleum
sector. He has specialised in LNG projects for the last 15 years.
Peter was the corporate lawyer for the Abu Dhabi Gas Liquefaction
project (ADGAS) for 6 years and has since worked on LNG projects in
Australia, Qatar, PNG, India and Yemen. Peter is a senior commercial
advisor to Flex LNG, which is a floating LNG company specialising in
monetising stranded gas.

Trym Tveitnes
Trym Tveitnes is
one of the founders of FLEX LNG and has been CTO of the company
since 2006. Mr. Tveitnes joined FLEX LNG from a consultancy in
Bergen, Norway, which is specialised in onshore gas transportation
and distribution. Prior to this he worked for the ship owning
company Höegh LNG in Oslo, with main focus on concept and business
development within floating LNG terminals and Arctic LNG
transportation. Mr. Tveitnes has also experience as senior engineer
at Det Norske Veritas working on technology qualification for large
LNG carriers and floating LNG import terminals. Mr. Tveitnes holds a
Master of Science-degree in naval architecture and a PhD in
hydrodynamics from the University of Glasgow.

Frank Tudor
Frank Tudor has held
various senior management roles over the last 25 years in the
European, Asian and Australian oil, gas and power industries with
BP, Woodside and most recently Horizon Power. He has held various
roles through operations to commercial management in the North West
Shelf LNG Project (both with BP and Woodside), led project
structuring and commercial development work for BP's PNG LNG project
plans and led business development and LNG marketing efforts for
Woodside's Australian gas interests in China. He is currently the GM
for Commercial and Strategy in Horizon Power which is the newly
formed vertically integrated regional energy provider to the booming
regional part of WA. Frank is also a part-time lecturer in oil and
gas economics, marketing and legal frameworks at the University of
Western Australia and a Vice-President of the WA Branch of the
Australia China Business Council.

Brendan Doyle is a
senior consultant with BTS Australasia Ltd. Brendan's varied work
career is now up to its 30th year and includes managing several
organisations at the CEO level.
Brendan is currently involved on projects within the Oil & Gas
Industry with clients such as Oil Search and Woodside Energy. These
projects have included the development and delivery of discovery/
experiential learning programs to support strategic initiatives.
